«Artificial Intelligence on and off the Internet: legal issues»

On April 25, 2025, the Department of Civil Law, civil procedure and Labor Law of the Faculty of Law at 51 Kazakh National University hosted the International Scientific and Practical Conference «Artificial Intelligence on and off the Internet: legal issues» dedicated to the 70th anniversary of the Faculty of Law and the scientific and pedagogical activity of Doctor of Law, Professor I.V.Amirkhanova.
The seminar gathered representatives of the legislative, executive, and judicial branches of government, as well as distinguished legal scholars from Kazakhstan, Russia, Germany, Malaysia, Uzbekistan, and Kyrgyzstan.
The event was opened by Doctor of Law, Professor E.Sh.Dusipov, who welcomed the participants, wished them success in their endeavors, reflected on the academic journey and scholarly achievements of Professor I.V.Amirkhanova, and outlined proposals for improving the legislative framework of the Republic of Kazakhstan.
Candidate of Law A.K.Dinanov shared his experience of collaborating with Professor Amirkhanova, highlighting the enduring significance of her academic contributions, which remain highly valuable for both researchers and students.
Within the thematic framework of the seminar, international scholars such as Hans-Joachim Schramm, Mohammadadadul Karim, Dimitri Oleynik, Andreas Steininger, and Erbolot Imankulov, alongside national experts including M.M.Yesirkepova and the Head of the Department, Doctor of Law, Professor S.Zh.Suleimenova, as well as other faculty members, presented their perspectives on the legal challenges posed by artificial intelligence.
The discussions addressed several critical issues, including: the international experience of legal regulation of AI activities; the regulatory framework for artificial intelligence within the European Union; governance algorithms within legal regulation systems; approaches to the legal governance of AI in different legal systems; the digitalization of public administration; and the prospects for AI application across various fields.
As a result of the conference, new proposals were developed regarding the legal regulation of artificial intelligence activities.
The international seminar not only served as a vital platform for scientific discourse but also contributed meaningfully to the sustainable development of Kazakhstan. The Department reaffirmed its role as an active participant in fostering effective institutions through engaging in critical discussions and addressing contemporary challenges within the academic community.
The moderator of the seminar, Candidate of Law and Associate Professor G.B.Mukaldieva, expressed her gratitude to all participants for their active engagement and summarized the outcomes of the conference.
