In 1973, he graduated from the Faculty of Law at the Kazakh State University named after S.M. Kirov with a degree in Law.
In 1991, he defended his doctoral dissertation on the topic “Issues in Combating Economic Crime (Criminal-Legal and Criminological Research)” and was awarded the degree of Doctor of Law.
In 1994, he was awarded the academic title of Professor.
In 2001, he was elected an academician of the Academy of Social Sciences of the Republic of Kazakhstan.

Fluent in Kazakh and conversational German.

Professional Experience:

• 1967–1968 – Machine operator at the Almaty Wood Processing Plant
• From 1973 – Investigator at the Department of Internal Affairs of the Auezov District, Almaty
• From 1975 – Assistant, Senior Lecturer, Deputy Dean, and Associate Professor of the Faculty of Law at the Kazakh State University named after S.M. Kirov
• From 1990 – Consultant, Senior Referent, and Head of the Law Enforcement Sector of the State-Legal Department of the Office of the President and the Cabinet of Ministers of the Republic of Kazakhstan
• From 1992 – Deputy Chairman of the Constitutional Court of the Republic of Kazakhstan
• From 1995 – Assistant to the President of the Republic of Kazakhstan
