Began his career in 1979 as an assistant at the Department of Criminalistics at KazSU.

Since 1980: Participated in the development of draft regulatory legal acts and government decisions, including the Code of Administrative Offenses (1980), the Code of Laws of the Kazakh SSR (1982–1984), the Housing Code (1983), the Law "On Local State Administration," and others.

2002–2003: Conducted expert work on the Customs Code of the Republic of Kazakhstan and its commentary.
