The Department of «Theory and History of State and Law» was established in 1938 with the formation of the Almaty State Law Institute (ASUI). The first head of the department was associate professor N.I. Kondratieva. The staff of the department was represented by five teachers. In the 40s of the twentieth century, famous scientists worked at the department, such as Academician S.V. Yushkov; professors A.H. Stalgevich, S.L. Fuchs; Ph.D., associate professors Dyukov L.V., Kulteleev T.M. Academician S.V. Yushkov and Professor S.L. Fuchs played a major role in the formation of legal education in Kazakhstan.

The Department of Constitutional and Administrative Law has a rich history and traditions. It was founded on the basis of the Department of «State Law and Soviet Construction» and the Department of «Administrative Law». The founder of the state law school in legal science and the first head of the Department of «State Law and Soviet Construction» was Doctor of Law, Professor Kotov K.F. In different years, well-known administrative scientists worked at the department: Candidate of Law, Associate Professor Savitsky S.N.; Doctor of Law, Professor Dosymbekov S.N.; Doctor of Law, Professor Khudyakov A.I. The School of Constitutional Law was developed by scientists: Doctor of Law, Professor Belson Ya.M.; Candidate of Law, Associate Professor Mamonov V.V.; Candidate of Law, Associate Professor Imashev M.T., etc.

     Awarded with the Certificate of Honor of the Ministry of Science and Higher Education of the Republic of Kazakhstan teachers: Doctor of Law, Professor N. H.Kalisheva (2018), Candidate of Law, Associate Professor K. R. Useinova (2019); Candidate of Law, Associate Professor A. B. Smanova (2022).  In 2006, Candidate of Law, Associate Professor K. R. Useinova became the winner of the presidential scholarship; in 2008, the holder of the state scientific scholarship for scientists and specialists who have made a significant contribution to the development of science and technology of the Republic of Kazakhstan, Doctor of Law, Professor A. S. Ibraeva; in 2008-2010, the holder of the state scientific scholarship of the Ministry of Education and Science The Candidate of Law, Associate Professor Akhatov U. A. became the RK for gifted young scientists.; In 2017, the State scientific scholarship of the Ministry of Education and Science of the Republic of Kazakhstan for gifted young scientists was awarded to Candidate of Law, Associate Professor K. R. Useinova.
